ST Kinetics Readies Bronco 3 for Production

Singapore Technologies (ST) Kinetics has completed development of its latest Bronco 3 all-terrain tracked carrier (ATTC) and is ready to start production once a launch order has been secured, the company’s chief marketing officer Winston Toh has told Jane’s .

The original Bronco, now referred as Bronco 1, was developed to meet the operational requirements of the Singapore Armed Forces (SAF) with over 45 variants now deployed, most of these being fully amphibious. No production figures have been released but Jane’s understands that at least 730 have been built for the SAF.

To meet an urgent UK Urgent Operational Requirement (UOR) a new model was developed that is today called the Bronco 2, or Warthog in British Army service, with 115 built for deployment in Afghanistan to replace the Swedish BAE Systems Hagglunds BvS 10 ATTC.

The Warthog has a higher level of ballistic and mine protection but is not amphibious as this was not a UK requirement.

Further development resulted in the Bronco New Generation (Bronco NG) technology demonstrator, which benefited from ST Kinetics’ experience with the Bronco 1 and 2 programmes.

This resulted in the latest Bronco 3 ATTC of which two pre-production vehicles have been built by the company for potential customer demonstrations. The final design will be the baseline for all future production vehicles.

Bronco 3 is powered by a MTU diesel developing 325 hp coupled to an Allison 6-speed automatic transmission with Soucy International composite rubber tracks (CRT).

Ini Rincian Alutsista yang Dibeli dari Utang

Jakarta - Pemerintah dalam rancangan anggaran pendapatan dan belanja negara (RAPBN) Tahun Anggaran 2018 telah menyediakan porsi penarikan pinjaman atau utang, untuk pembelian alat utama sistem persenjataan (alutsista) bagi Kementerian Pertahanan, dan alat material khusus (alumatsus) untuk Kepolisian Republik Indonesia.

Kepala Badan Kebijakan Fiskal (BKF) Kementerian Keuangan, Suahasil Nazara, mengatakan sumber utang tersebut berasal dari luar negeri dan dalam negeri.

"Ya kan ada yang alatnya dari luar dan dari dalam," kata Suahasil di Ruang Badan Anggaran (Banggar) DPR, Senayan, Jakarta, Senin (25/9/2017).

Dalam RAPBN 2018, pinjaman luar negeri negatif Rp 18,6 triliun, artinya pemerintah lebih besar membayar pokok pinjaman dibanding menarik pinjaman baru. Tahun depan, pemerintah akan melakukan penarikan pinjaman Rp 51,5 triliun dengan pembayaran cicilan Rp 70,1 triliun.

Penarikan pinjaman ini terdiri dari pinjaman tunai Rp 13,5 triliun, dan pinjaman proyek Rp 38,0 triliun. Pinjaman proyek ini dari pemerintah pusat Rp 27,2 triliun, diterushibahkan Rp 0,2 triliun, dan diteruspinjamkan Rp 10,6 triliun.

Dari pinjaman luar negeri tersebut, terdapat lima kementerian/lembaga terbesar pengguna utang luar negeri dengan total alokasi lebih dari 90%, antara lain seperti Kementerian Pertahanan Rp 11,7 triliun untuk alutsista, dan Kepolisian sebesar Rp 3,3 untuk alumatsus.

"Kalau beli dari luar kan buka L/C (letter of credit), bentuknya pinjaman. Kalau yang dari dalam, kan ada juga yang dari dalam, itu financing-nya dari bank lokal," jelas dia.

Alutsista yang dibeli

Utang luar negeri Rp 11,7 triliun untuk alutsista ini antara lain, Kapal PKR, ASW Helikopter, Korvet, Kapal Selam, Roket, pesawat Multipurpose Amphibious, rantis khusus Armed AVRMD dan AVFCU, radar GCI, dan Kapal Mine Counter Measure. 

Sedangkan Rp 3,3 triliun untuk alumatsus yakni helikopter, labfor Mabes Polri, peralatan service, siskom di Indonesia bagian Timur yakni Papua, Papua Barat, Maluku, dan Maluku Utara.

Sedangkan pinjaman untuk pembelian alutsista dan alumatsus yang berasal dari dalam negeri sebesar negatif Rp 3,1 triliun, karena pemerintah melakukan penarikan pinjaman Rp 4,5 triliun dan melakukan pembayaran cicilan Rp 1,4 triliun.

Penarikan pinjaman yang totalnya Rp 4,5 triliun ini, sekitar Rp 3,5 triliun difokuskan oleh Kementerian Pertahanan untuk membiayai alutsista dan alumatsus yang diproduksi industri pertahanan dalam negeri. Sedangkan untuk Kepolisian Rp 1 triliun, pemberi pinjaman dalam negeri adalah Bank BUMN dan BUMD.

Skadron Teknik 022 Mendapat Peralatan Baru dan Canggih

Penlanud Abd - Skadron Teknik 022 Lanud Abd Saleh satuan pemeliharaan di lembah bromo dan bersemboyan “ Kami anak anak Gamel tak pernah berkata tidak bisa, beri kesempatan akan kami kerjakan” telah menerima kedatangan dua peralatan baru yang sangat canggih dan ditempatkan dibawah Bengharpes (Bengkel Pemeliharaan Pesawat) berupa Fuel Nozle Tester dan Ultrasonic Cleaner yang digunakan untuk mendukung kegiatan pemeliharaan pesawat EMB-314 Super Tucano, C-212 Casa dan C-130 Hercules. 

Peralatan baru ini telah dilaksanakan pemeriksaan dan uji fungsi pada tanggal 19 September oleh Team Mabesau sebanyak 7 Personel dan diketuai oleh Kolonel Tek Nyoman Suryaman. Tim dari Mabesau melihat secara langsung proses uji fungsi kedua peralatan tersebut.(20/9)

Fuel Nozle Tester yang diterima oleh Skatek 022 merupakan salah satu Test bench yang diproduksi oleh pabrikan Stanley dari USA dan digunakan untuk melaksanakan pengetesan Fuel Nozle yang merupakan bagian dari komponen system pembakaran pada engine pesawat terbang.

Fuel Nozzle ini sudah menggunakan system komputerisasi dan digital sehingga data yang dihasilkan pada saat pengetesan sangat actual  dan detail sehingga akan meningkatkan kualitas hasil sifatnya universal tester yang dapat digunakan untuk mengetest fuel nozzle seluruh jenis pesawat terbang. 

Sedangkan ultra sonic cleaner merupakan salah satu peralatan buatan pabrikan Hankuuk dari Korea Selatan berfungsi untuk menggosok atau membersikan kotoran yang menempel pada komponen barang yang sulit dibersihkan , alat ini sangat cocok digunakan untuk membersihkan beberapa komponen pesawat seperti Fuel Nozle element, Bearing dan lain-lain.

Dengan kedatangan dua peralatan baru ini, diharapkan kualitas hasil pemeliharaan dari Skatek 022 semakin meningkat dan impian para teknisi lembah Bromo ini dalam mengembangkan kemampuan dan menjadi salah satu satuan pemeliharaan yang terdepan dalam mendukung kesiapan operasional Skadron Udara di Lanud Abd Saleh dapat terwujud, tegas Danskatek 022  Letkol Tek Y. Turn Vietnam's BRDM-2 into Automatic Combat Vehicle

Laos Tertarik Beli Lagi Senjata Pindad

Vientiane, Laos (ANTARA News) - Kementerian Pertahanan Laos menyampaikan ketertarikan mereka untuk kembali membeli produk-produk senjata PT Pindad, kata Wakil Presiden Expor PT Pindad Ridi Djajakusuma.

"Kami melakukan presentasi di depan Kementerian Pertahanan Laos untuk kembali memperkenalkan dan mempromosikan produk-produk Pindad. Mereka sangat tertarik untuk kembali membeli produk senjata Pindad. Yang sangat mereka incar itu short riffle dan amunisi," kayanya di Vientiane.

PT Pindad merupakan salah satu perusahaan Indonesia yang berpartisipasi dalam Trade and Tourism Fair 2017 yang diselenggarakan KBRI di Vientiane guna memperingati 60 tahun hubungan bilateral Indonesia-Laos.

Menurut Ridi, hubungan kerja sama militer antara Indonesia dan Laos memang cukup erat. 

Kementerian Pertahanan Laos sejak 2014 sudah membeli produk-produk senjata PT Pindad, meliputi 60 pistol G2 Combat, 35 SS1 V2, 35 SS1 V4, serta amunisi.

"Pada pertemuan dengan Kementerian Pertahanan Laos tanggal 21 September kemarin mereka menyatakan tertarik membeli Pistol G2 Elite dan senjata Sniper buatan Pindad SPR 2 dan amunisi," ungkap Ridi.

Perdana Menteri Laos pada Oktober tahun ini akan berkunjung ke Indonesia dan bertandang ke PT Pindad.

Sebanyak 27 tentara Laos saat ini sedang mengikuti pelatihan di Indonesia. Mereka mendapat pelatihan dari Grup 1 Kopassus untuk persiapan "The ASEAN Armies Rifle Meet" (AARM) 2017 di Singapura.

"Mereka senang produk Pindad karena sejak membeli dan menggunakan produk Pindad mereka pernah jadi juara ke-3 di ARRM di Thailand," ujar Ridi.

MBDA Teams with Ferra in ATGM Production for LAND 400

MBDA is pleased to announce the signing of a Memorandum of Understanding with Queensland based Ferra Engineering.

The MoU will see MBDA and Ferra work together in support of the Australian Industry Content (AIC) proposal to contribute to the $20 billion LAND 400 program.

“I am so pleased that MBDA has been able to partner with a great Queensland company like Ferra,” MBDA Australia Managing Director, Andy Watson said.

“Our product for Land 400, MMP, is the only fifth generation anti-tank guided weapon (ATGW) in production”

“MMP is the most advanced and lowest risk missile solution for Land 400 Phase 2 and we are delighted to partner with Ferra Engineering to help bring MMP’s technological and strategic benefits to Australia,” he said.

“MBDA’s approach to Australian Industrial Content is based on two principles: ensuring the Commonwealth has the highest level of operational independence and sovereignty in its use of the missile and generating real opportunities for Australian industry”.

“Our vision is for MMP to become the first missile that is built, maintained and evolved in Australia,” Mr Watson said Ferra Engineering Managing Director, Mark Arthur, said that “this is an exciting opportunity to develop a long term partnership with MBDA, and we look forward to working with them into the future”.

The MoU with Ferra Engineering is the first of a number of agreements with Australian companies expected to be completed over the coming weeks and builds on MBDA’s established record for industrial participation and technology transfer in Australia.

Tank Medium Pindad Bersiap Ikuti Parade HUT TNI

Dikirim dengan pesawat kargo IL-76TD buatan Rusia, bodi tank medium hasil kerjasama Pindad-FNSS tiba di bandara Soekarno Hatta sesuai rencana pada tanggal 23 September 2017. Untuk selanjutnya bodi tank buatan FNSS ini akan dipasang turret yang merupakan tanggung jawab PT Pindad.



Turret tank medium ini menggunakan jenis Cockerill 3000 series tipe CMI-3105HP buatan Belgia dengan kanon 105mm, tipe turret 105mm ini sama dengan turret yang akan dipasang pada tank boat Antasena dan panser Pandur II 8x8.



Sebagaimana diketahui pada tahun 2014 Pindad telah bekerjasama dengan produsen turret asal Belgia Cockerill Maintenance & Ingenierie SA Defense (CMI) untuk melakukan produksi lokal atas sistem meriam atau turret kaliber 90 mm dan 105 mm dari CMI untuk dipasang di kendaraan tempur produksi Pindad. Atas kerjasama ini Pindad mendapatkan lisensi untuk pembuatan turret CSE 90LP kaliber 90mm dan CMI-3105HP kaliber 105mm.



Jika prototipe#1 tank medium buatan Pindad-FNSS ditampilkan pada pameran IDEF 2017 yang berlangsung di Ankara pada 31 Mei - 02 Juni 2017 yang baru lalu, maka tank medium prototipe#2 akan ditampilkan pada parade HUT TNI ke-72 pada 5 Oktober 2017 yang akan dilangsungkan di Cilegon, Banten.



Sesuai dengan MEF 2024 TNI AD akan menggelar 15 Kodam dan 4 divisi Kostrad hingga tahun 2024, dengan demikian diperlukan 19 batalyon tank. Jumlah ini akan dibagi ke dalam 5 tipe : tank ringan (90/105mm), tank medium (105mm), MBT (120mm), panser kanon 6x6 (90mm) dan panser kanon 8x8 (105mm). Jika 1 batalyon terdiri dari 4 kompi dengan jumlah 48 tank maka dibutuhkan total 912 tank. Jika jumlah ini dibagi merata (kecuali MBT) maka kebutuhan riil tank medium TNI AD adalah 4 batalyon atau sekitar 200 tank.

Singapore Navy Launches Fifth Littoral Mission Vessel

Speaker of Parliament Mr Tan Chuan-Jin officiated at the launching ceremony of the Republic of Singapore Navy (RSN)'s fifth Littoral Mission Vessel (LMV), Indomitable, at the Singapore Technologies Marine (ST Marine)'s Benoi shipyard today. The LMV was launched by Mrs Tan Lik Ling, wife of Mr Tan.

Speaking at the ceremony, Mr Tan highlighted how the RSN has progressed over the last 50 years. He said, "The LMV demonstrates how the RSN continues to strengthen its capabilities for the future and continues to safeguard our sea lines of communication. At 50 years, the RSN has come a long way since her humble beginnings, with just two wooden boats, to today's professional and well-respected maritime force."

He credited the RSN's achievements to the indomitable spirit of its people and entrusted the Commanding Officer and his crew the honourable duty of living up to the ship's name. "The journey to build a capable Navy was not easy. We stand on the shoulders of generations of sailors who have helped built our Navy and have kept our waters safe."

The launch of the LMVs is a significant milestone in the RSN's continued transformation to keep Singapore's seas safe. The LMVs are faster, more versatile, and equipped with sharper capabilities to further strengthen the RSN's effectiveness in seaward defence. The LMVs can be quickly configured with mission modules to take on a wide spectrum of operations, allowing the crew to deliver calibrated responses using lethal and non-lethal options to deal with a range of maritime threats.

The LMV programme is progressing well. The first LMV, RSS Independence, was commissioned during the RSN's Golden Jubilee on 5 May 2017 by Prime Minister Lee Hsien Loong. RSS Independence was most recently involved in search and rescue efforts for the missing crew of the Dominican-registered dredger JBB De Rong 19 that collided with Indonesian-registered tanker Kartika Segara. The other three previously launched LMVs, Sovereignty, Unity and Justice are presently undergoing sea trials.

Also present at the ceremony were Chief of Navy Rear-Admiral Lew Chuen Hong, and senior officers from the RSN and the Defence Science and Technology Agency.

The safety and security of Australia and our interests around the globe has been significantly strengthened with the commissioning of the first Australian-built Air Warfare Destroyer, HMAS Hobart, today.

Hobart brings together the best of Australian and global technology to be one of the world’s most potent and lethal warships.  She will provide air defence for accompanying ships, in addition to land forces and infrastructure in coastal areas, and for self-protection against missiles and aircraft.

The commissioning of Hobart is the culmination of the hard work of thousands of Australians who built and delivered the future capability of the Royal Australian Navy. The crew and shipbuilders who have brought this new capability into service are to be congratulated on their achievement.



The Turnbull Government has committed to a continuous sovereign naval shipbuilding program that will keep our Navy equipped with the latest technology for generations to come and Hobart demonstrates our commitment and ability to meet that promise.

This sovereign continuous naval shipbuilding program will create thousands of jobs across the country and is another example of the Turnbull Government building and strengthening our defence capability and defence industry.

HMAS Hobart is the first of three Hobart class guided missile destroyers that will enter service in coming years and the third ship to carry the name, Hobart. Her motto, Grow with Strength, reflects the future direction of the Navy as it continues its primary mission of protecting Australia and its interests in an increasingly dynamic region.

As detailed in the Turnbull Government’s 2016 Defence White Paper, our Navy is undergoing its largest regeneration since the Second World War and our future fleet will be more flexible, more versatile, and more lethal than ever.

Hobart will now undergo her test and evaluation period where she will integrate into the fleet and Navy personnel will train to operate the warship.

PCG Receives New Twin-Engine Speedboat

The Philippine Coast Guard (PCG) received a twin-engine 200Hp Yamaha Speedboat for use of PCG in southwestern Mindanao on Wednesday, September 20.

PCG District Southwestern Mindanao acting commander Captain Ronnie Gil L. Gavan received the said speedboat from the provincial government of Tawi-Tawi led by Governor Rashidin Matba.

“The said speedboat will be used for maritime security patrol as one of the main functions of the PCG,” PCG said.

9 Armoured Security Vehicles For Malbatt

BEIRUT (Bernama) -- The Malaysian Peacekeeping Mission (Malbatt) in Lebanon will receive a reinforcement of nine units of Guardian armoured security vehicles (ASV) in mid December.

Defence Deputy Minister Datuk Seri Mohd Johari Baharum said the assets which would be mobilised in January reflected the Malaysian government's commitment in the peacekeeping mission in Lebanon.

"Malbatt's assets have been upgraded to suit current needs and circumstances," he told Bernama and RTM on Thursday.

According to him, Malbatt presently has 46 RPZ Condor 4x4 armoured personnel carriers at its operation centre at Marakah Camp, located about 100km from Beirut.

He said members of the peacekeeping team had also been provided with digital camouflage uniform made of good textile, bullet proof and although thick, is light and therefore comfortable to wear.

"The government is concerned for the problems and welfare of our team in Malbatt. My last visit to Lebanon was three years ago and since then there had been many changes including relations between Malbatt and the local community," he said.

Mohd Johari said Malaysia was in the process of completing the 'Malaysian bazaar' which would provide a site and opportunity for local traders here to earn their livelihood.

"Malaysia's endeavour to help improve the economy of the local community has gained the attention and support of the people in Lebanon," he added.

Budget for Korean Corvette’s Transfer to PH Navy Approved

The Department of Budget and Management (DBM) has approved and forwarded the budget request worth PHP250 million to the Office of the President for the transfer of former Republic of Korea (ROK) Navy Flight III Pohang-class corvette ROKS Chungju (PCC-762) to the Philippine Navy, MaxDefense Philippines said.

ROKS Chungju was decommissioned from South Korean navy service in December 2016.

The Philippine government will be paying the South Korean government with token fee of USD100.

However, the Philippine government will handle the cost for the ship’s refurbishment to make it safe to sail from South Korea to Philippines.

“We have sent a letter to the Government of South Korea expressing our intent to acquire one Pohang class corvette. We are hoping to receive the vessel within the year,” DND public affairs chief Arsenio Andolong told PNA in April 2017.

“The transfer will be in the form of a donation, however, we will pay a token fee of USD100. The corvette will still undergo refurbishment, the cost of which we will shoulder,” he added.

JAKARTA, KOMPAS.com - Pemerintah ingin, dengan imbal dagang senilai 1,14 miliar dollar AS yang awalnya akan digunakan untuk mendapatkan 11 Sukhoi Su- 35, bisa mendapatkan pesawat lebih dari yang direncanakan.

Maklum saja, berdasarkan data Wikipedia, harga satu unit Pesawat Sukhoi Su-35 diperkirakan antara 40 juta dollar AS-65 juta dollar AS.

Artinya, dengan imbal dagang 1,14 miliar dollar AS, harusnya jumlah pesawat yang bisa didapat sekitar 15 unit - 17 unit.

Mardiasmo, Wakil Menteri Keuangan mengatakan, untuk mewujudkan keinginan tersebut pemerintah akan merenegosiasikan rencana pembelian jet tempur asal Rusia tersebut. Renegoisasi dilakukan atas perintah Presiden Joko Widodo (Jokowi). 

"Presiden hanya ingin harga dinegoisasikan supaya lengkap dapatnya, dinegoisasikan supaya dapat lebih banyak," katanya di Jakarta, Rabu (20/9/2017).

Mardiasmo mengatakan, negoisasi akan dilakukan oleh Ryamizard Ryacudu, Menteri Pertahanan dan Gatot Nurmantyo, Panglima TNI. Pemerintah berencana melakukan imbal dagang dengan Rusia untuk mendapatkan Pesawat Tempur Sukhoi Su-35.

Ryamizard mengatakan, dari imbal dagang tersebut pemerintah bisa mendapatkan 11 pesawat. Direktur Fasilitasi Ekspor dan Impor Kementerian Perdagangan mengatakan, dari sisi Indonesia, nantinya ada 16 komoditas yang akan dimasukkan ke dalam kesepatan imbal dagang dalam pengadaan Sukhoi tersebut.

Produk tersebut antara lain CPO beserta turunannya, tekstil dan furnitur. Selain itu, produk pertahanan buatan Indonesia juga akan masuk dalam komoditas yang diimbaldagangkan.

Ke-16 produk tersebut merupakan permintaan dari Rusia. "Dan saat ini kami sedang koordinasi dengan eksportir untuk memenuhi itu,"katanya.

Thailand to Acquire Mk 54 Lightweight Torpedo Array Kits

Northtrop Grumman has been awarded a USD18.6 million contract to produce Mk 54 Mod 0 lightweight torpedo array kits for operators of the weapon including Thailand, according to information published by the US Department of Defense (DoD) on 19 September.

The contract combines purchases for the US Navy (USN), the UK’s Royal Navy (RN), and the Royal Thai Navy (RTN). About 5% of the contract value relates to materials and services that will be provided to the RTN under the US’ foreign military sales (FMS) programme, said the DoD.

According to Jane’s Weapons: Naval , the Mk 54 torpedo achieved initial operational capability (IOC) in March 2010 for deployments on surface ships, embarked helicopters, and the Orion P3C maritime patrol aircraft (MPA).

Varley selected for Australian production of SPIKE LR II missile

Varley Australia has announced a joint venture with Rafael Advanced Defense Systems for local production and assembly of high-end technologies in support of future Defence contracts.

Varley stated that it has been selected to create a state-of-the-art manufacturing facility in Australia that will provide production and support of the SPIKE LR II missile, after Rafael conducted a comprehensive assessment of Australian manufacturing facilities and operations.

The joint venture would be the first entity to manufacture the SPIKE LR II outside of Israel.
This partnership would provide the LAND 400 Phase 2 Combat Reconnaissance Vehicle program with a unique source for local production and sustainment that will last for decades, Varley stated.

“Rafael’s intent is to maximise opportunities for competitive Australian companies such as Varley,” said Giora Katz, Rafael executive vice-president, corporate business development and marketing.

“Through this partnership, we will transfer our production capability, enhancing the skills, technology and infrastructure of Varley, thereby ensuring Australia has total operational independence in its use of our technologies.”

Dalam latihan bertajuk Sea Shield 2017 kapal ini juga digunakan untuk latihan memadamkan api.

Safran Providing Gun Target Designation, Surveillance System of PH Frigates

French company Safran Electronics & Defense will be providing the electro-optical tracking system of Philippine Navy’s upcoming frigates to be built by South Korean shipbuilder Hyundai Heavy Industries.

Safran Electronics & Defense announced in its website that it won a contract to supply the latest-generation PASEO NS (Naval System) to new frigates to be deployed by an Asian navy without mentioning the Philippine Navy and Hyundai Heavy Industries.

However, MaxDefense Philippines said it can confirm that the contract is with Hyundai Heavy Industries for the two frigates it is constructing for Philippine Navy.



According to Safran, PASEO NS “is used for both surveillance and fire control of naval guns of all calibers, especially 40, 57, 76 and 100 mm.”

Safran said PASEO NS sights will offer day/night target designation and surveillance capabilities.

“Gyrostabilized, it also features a video camera, Medium Wave Infrared channel and laser rangefinder,” it added. “The PASEO NS can detect and automatically track all threats, conventional or asymmetrical, from near the ship out to the horizon.”

JAKARTA, KOMPAS.com - Menteri Pertahanan Ryamizard Ryacudu mengungkapkan bahwa proses pembelian 11 pesawat Sukhoi Su-35 sudah memasuki tahap finalisasi.

Menurut Ryamizard, penandatanganan kontrak dengan pihak Rusia akan dilakukan pada November 2017.

"Finalisasi pembelian Sukhoi, ya sudah, sudah sampai (finalisasi), nanti tanda tangan selesai semua. November orangnya (pihak Rusia) ke sini," ujar Ryamizard saat ditemui usai rapat koordinasi khusus tingkat menteri di Kemenko Polhukam, Jakarta Pusat, Rabu (20/9/2017).

Setelah penandatanganan, lanjut Ryamizard, diperkirakan sebelas Sukhoi tersebut baru akan tiba setelah dua tahun. Meski satu skuadron terdiri dari 16 pesawat, namun pemerintah belum berencana untuk membeli lima Sukhoi sisanya.

"Ya dibuat dulu dia, dua tahun paling enggak," kata Ryamizard.

Sebelumnya, Pemerintah Indonesia dan Rusia sepakat melakukan imbal beli dalam membeli 11 pesawat Sukhoi SU-35 dengan sejumlah komoditas nasional.

Barter tersebut terealisasi setelah ditandatangainya nota kesepahaman (MoU) antara BUMN Rusia, Rostec, dengan BUMN Indonesia, PT Perusahaan Perdagangan Indonesia.

Menteri Pertahanan Ryamizard Ryacudu menegaskan bahwa pembelian Sukhoi melalui mekanisme imbal beli tersebut sesuai dengan Undang-Undang Nomor 16 Tahun 2012 tentang Industri Pertahanan.

"Ini baru pertama kali kita merasakan undang-undang itu sebelumnya belum terlaksana. Pembelian ini berdasarkan undang-undang, sesuai aturan," ujar Ryamizard saat memberikan keterangan pers di Kementerian Pertahanan, Jakarta Pusat, Selasa (22/8/2017).

Adapun Pasal 43 Ayat 5 (e) UU Industri Pertahanan menyatakan bahwa setiap pengadaan alat peralatan pertahanan keamanan (Alpalhankam) dari luar negeri wajib disertakan imbal dagang, kandungan lokal dan ofset minimal 85 persen, di mana kandungan lokal dan/atau ofset paling rendah 35 persen.

Sementara itu pihak Rusia hanya sanggup memberikan ofset dan lokal konten sebesar 35 persen, maka Indonesia menegaskan kembali bahwa pembelian Sukhoi ini dibarengi dengan kegiatan imbal beli yang nilainya 50 persen nilai kontrak.

Barter tersebut terealisasi setelah ditandatangainya nota kesepahaman (MoU) antara BUMN Rusia, Rostec, dengan BUMN Indonesia, PT Perusahaan Perdagangan Indonesia.

Menurut Ryamizard, skema tersebut akan menguntungkan Indonesia, sebab dua negara pengguna Sukhoi yakni Malaysia dan Vietnam akan melakukan pemeliharaan di Indonesia.

"Kami juga diberikan keleluasaan untuk pemeliharaan atau MRO. Jadi nanti ada tempat pemeliharaan, jelas, ada juga transfer of technology-nya. Jadi tidak usah dibawa lagi ke Rusia. Jauh dan mahal," ujar Ryamizard.

"Dengan ada di sini banyak untungnya. Apalagi yang punya Sukhoi-nya di asia ada dua yaitu Malaysia dan Vietnam. Mereka nanti akan melakukan pemeliharaan juga," ucap mantan KASAD itu.

Pada kesempatan yang sama Menteri Perdagangan Enggartiasto Lukita mengatakan, dengan skema imbal beli tersebut, Indonesia mendapat potensi ekspor sebesar 50 persen dari nilai pembelian SU-35.

Namun menurut Enggartiasto, Rusia belum memutuskan komoditas nasional apa yang akan dibeli.

"Persentase dalam pengadaan Su-35 ini yaitu 35 persen dalam bentuk ofset dan 50 persen dalam bentuk imbal beli. Dengan demikian, Indonesia mendapatkan nilai ekspor sebesar USD 570 juta dari USD 1,14 miliar pengadaan SU-35," ujar Enggar.

Australian AUV Pilots Complete Two-Week Course

Personnel from Mine Warfare Team 16 and the Royal Australian Navy Hydrographic School took part in an Autonomous Underwater Vehicles training course recently.

They were joined by participants from the Australian Maritime College, Tasmania and the University of California-Davis.

The two-week pilot course, conducted at HMAS Penguin’s Pittwater annex, aimed to provide a comprehensive foundation in preparation for the delivery of significant new maritime autonomous systems through project SEA1778 – Deployable Mine Counter-Measures, commencing in 2018.

Led by Dr Alexander Forrest, of the University of California-Davis, with assistance from members of the Australian Maritime College – Isak Bowden-Floyd, Supun Randeni and Peter King – the course aimed to provide the future operators with the skills they needed to handle, maintain and operate the vehicles in a safe and effective manner.

The first of its kind, the course included theory and practical lessons in Autonomous Underwater Vehicles technology, mission planning, fault-finding, launch and recovery, as well as data analysis and optimisation.

Participants used their new-found knowledge to plan, execute and recover the vehicle on a number of missions, as well as to process and analyse the data collectedduring the missions.

Commanding Officer Mine Warfare Team 16 Lieutenant Commander Ryan Carmichael said the experience was invaluable for the divers.

“A key component to the Autonomous Underwater Vehicle’s development program is maximising opportunities to engage with and learn from organisations already operating these vehicles, such as the Australian Maritime College and Defence Science and Technology Group, as well as our partner nations,” Lieutenant Commander Carmichael said.

“This course was an exciting step in the right direction for generating a deployable Mine Counter-Measure capability in support of maritime task groups of the future.”

In total, 15 hours of vehicle missions were conducted over 55 operational hours using two Teledyne-Gavia manportable vehicles.

They were provided by the Australian Maritime College as well as the Science and Technology Group.

The vehicles collected high quality sonar imagery and detailed bathymetric products of the ocean floor, including mooring blocks and miscellaneous items.

The successful course was the first step in the implementation of Autonomous Underwater Vehicles into Royal Australian Navy service.

Vietnamese Fleet will Add Three More Large Vessels

From now to early 2018, the Vietnam Navy and the Vietnam Coast Guard will put into service three large patrol ships and guards.

Last week, the first Gepard 3.9 rocket train belonging to Russia's second pair of ships to Vietnam was picked up by the super-heavy Rolldock Star ship.

The ship has officially left the port of Novorossiysk on the Black Sea, which is expected to last for more than a month.

Prior to that, Zelenodolsk Shipyard CEO Renat Mistahov announced that the couple's second Gepard 3.9 will be handed over in November.

So including the time to go to sea around January 1/1818 Vietnam will receive enough pairs.

At present, the Coast Guard has successfully completed the US Coast Guard (USCGC Morgenthau) (US Coast Guard) (WHEC 722) receiving vessel from the US Coast Guard, which has received the new number of CSB 8020.

As is customary for the duration of the transfer as well as the training process, it is very likely that the ship will leave for Vietnam after the end of September 2017.

Because of the swim from Honolulu to the water, not depending on the heavy transport ship, the cruise time in the sea will only take a few weeks.

Therefore, it may be possible for the Vietnam Coast Guard to put the CSB 8020 on duty before the Navy's 3.9 Gepard pair.

Thanks to the addition of three large ships in a short time, Vietnam's maritime power will increase significantly compared to the present.

In the near future, when deploying the project of building six new patrol boats in the country, plus 6 Japanese ODA-funded vessels, and some old ships delivered by Korea, Vietnam is capable enough to ensure Maintain the sovereignty of the sea island of the country.
